When Fidonet introduced the concept of zones, they decided that they also needed a coordinator to oversee the coordinators of the zones. Since the zones were basically laid out by major geographical and continental boundaries, they decided to call this position the International Coordinator or IC for short. This position is/was not the "top dog" of the network but is described by the following quote from the current Fidonet Policy document.

The International Coordinator is the "first among equals" Zone Coordinator, and coordinates the joint production of the master nodelist by the Zone Coordinators.

The International Coordinator acts as the chair of the Zone Coordinator Council and as the overseer of elections -- arranging the announcement of referenda, the collection and counting of the ballots, and announcing the results for those issues that affect FidoNet as a whole.

The International Coordinator is selected by the Zone Coordinators.

The following chart shows who held the IC position in what year. Some years had more than one IC. Some ICs held on to their ZC position (aka hat) in their Zone while others relenquished their ZC hat while they were IC. Those who relenquished their ZC hat did so because of the "too many hats" clause in the policy document. Those who retained their ZC position did so because of the "first among equals" clause in the same policy document.

Since February of 2010, Fidonet has not had an IC. Malcolm Miles stepped down from both of his positions, IC and Z3C. Since that time, the ZCC has performed the "duties" (such as they are) that the IC would normally have done. Compilation of the nodelist is now handled by each ZC and they all cooperate on getting their zone segment files to a location where each of them has easy access to all of the zone segments.
