TZTEST is a small util that I wrote some time
back. It is used to determine if one is in
Daylight Savings mode or not. It also displays
many other calculated dates. TZTEST uses the
TZ, DSTSTART and DSTSTOP environment variables
in the determination of Daylight Savings mode.
